Plummer Appointed to Waldron City Council

The Waldron City Council met on Tuesday, September 10 at 5:30 p.m. All members of the council were present. Also present, Mayor David Millard and City Clerk/Treasurer Sherry Johnston.

The report on city services was next, with Officer Omar Gonzalez giving the police report. It included the crime report for August 2019:

  • Robbery – 0
  • Sex crimes – 1
  • Crimes against a persons – 6
  • Burglary – 1
  • Theft of property – 8
  • Vehicle theft – 0
  • Traffic citations – 15
  • Warning citations – 0
  • Drugs – 12
  • Miscellaneous cases – 11
  • Warrants served – 18
  • D.W.I. – 2
  • Public intoxications – 2
  • Missing persons/runaway – 0
  • Accidents – 7
  • Forgery – 0
  • Cases reported to police – 68
  • Total arrests made – 35

Next, Mayor Millard reported on the committee that was formed last month to explore both the advantages and disadvantages of a city business tax. Following the work session meeting held on Thursday, September 5, the committee members shared their findings.

According to the members, advantages include:

  • Providing a data base of businesses
  • Regulatory purposes and annual renewal license will provide the city an opportunity to record any changes in business activity that would have required a change in state permits, license and to pursue corrective measures in deficiencies.
  • Licensure would assure that all businesses are operating under the same rules and regulations by meeting applicable state and local ordinances.
  • It would provide a registry of information about any business or person engaging in door-to-door and other direct sales activity in residential areas and improve enforcement and zoning laws in relation to business and residential areas.

Disadvantages included:

  • Recognizing the additional expense to local businesses
  • Efforts for enforcement
  • Possible deterrent for business growth

According to Millard, the consensus was a focus on the advantages. They will meet again following the October planning meeting on Thursday, October 3, to discuss further details.

Next, Johnston gave the Clerk/Treasurers report. She shared that the auditors had been working on the 2018 report and that “it has been a good audit.”

City Superintendent Brandon Nelson reported on a water leak on Highway 80, a power pole change out, the pad preparation for the bank shot basketball court and continued work at the airport.

Lastly, city attorney Mark Johnson updated the council on the status of the condemnation of properties as discussed in the August meeting. Notwithstanding that, Johnson said there are no other outstanding matters.

At 5:45 p.m., the council went into executive session. Upon reconvening, the motion was made to appoint Trey Plummer to Ward 3, Position 2. That motion passed unanimously.

The last two items of business included the passage of an ordinance and resolution. Both Ordinance Number 2019-08, an ordinance of the City of Waldron, Arkansas continuing the assessments for property located in the City of Waldron and for other purposes, and Resolution Number 2019-03, a resolution supporting the expenditure of City of Waldron court automation funds for the purchase of an electronic ticket system for the Waldron Police Department, passed unanimously.

With no other items of business, the meeting of the Waldron City Council was adjourned.
